Starr graduated from Highland Springs High School in 1937, attended Virginia Polytecfank Institute in Blacksburg, Virginia as a ROTC Cadet studying chemical engineering, (Class of '41). Mr. Starr enlisted in tfae National Guard, attended Officers Candidate School, and served as a first lkutenant in tfae United States Army Artillery during tfae Second World War. He was stationed at Fort Story and Fort Monroe, Virginia and Narragan-sett, Rhode Island. He trained in southern England and went ashore into France in July of 1944, on D-Day "plus Mr.

Starr was a past president and CEO of Ricfafood, Inc. (formerly Rkfamond Food Stores, Inc.) where he served with distinction for 38 years from 1947 until his retirement in 1985. He was twice past president of the Cooperative Food Distributors of America (CFDA). He was a past president of the Southeastern Food Cooperative Association. He was a member of the Rotary Club for 38 years.

He had been a member of the City of Richmond Rotary Club and was currently a member of tfae Sandston Rotary Club where he was a "Paul Harris He had served as a director of the Virginia State Chamber of Commerce and as a director of tfae Metropolitan Rkfamond Chamber of Commerce and was a past president of tfae Better Business Bureau of Rkfamond. He served as the first president of the Sandston Recreation Association that established tfae local community swimming pool on Beulah Road in Sandston. He was exemplary in his roles as husband, father, grandfather, brother, business leader, dvk leader and citizen. He was an accessible, modest, mild mannered, kindly man, and will be sorely missed by family and friends. The family will receive visitors from 6 to 8 pjn.
